No. For LeapPad3 or LeapPad Platinum, initial registration and the starter app download are available by Wi-Fi only.  Once you have completed product registration the LeapFrog Connect application may be used to purchase and sync additional apps, upload photos and videos taken with the LeapPad camera, and  to sync MP3 files to the LeapPad if you own the MP3 player app.
